The only other thing is that battle net does not reply to pings, as far as I know anyway. So 100% packet loss there means nothing to your internet.
I reckon you better switch ISP. I use road runner broad band and its sweet max burst speed i think is 7Mbps and i usually sustain 3Mbps. The latency is low as well, great for gaming. What you should do is check out all the high speed companies in your area, then search for reviews of their service on google, then choose the best one for the cheapest price.
