Well, part of the problem was that I needed to use a crossover cable between the two pcs.
Then, instead of setting up a bunch of static IPs and enabling ICS, I ran the networking wizard to create a network bridge between the two ethernets on the host pc. I was really just trying something different because I couldn't get ICS to work. All I know is that I have internet access on both pcs now and I'm happy.
