So I'm somewhat confused on what to do here. We have internet coming through fiber optics to our switch, and the switch is connected to a newly installed Windows 2008 Server. So our setup is Router > HP Switch > Server...How can I configure the Server to act as a DHCP / DNS server? Also will this setup work for a domain and active directory?
 
you can set up dns and dhcp on an AD domain which isn't a bad idea if the server can support running all the roles. Also if you do DHCP on an AD domain you gain some added security options.
 
Since there is a switch in front of the server you will probably want to allow broadcasts from the server - otherwise your service will broadcast the DHCP signal and it will be blocked before hitting any client machines.

Run dcpromo from the run line, which will promote the server to a DC. From there you will then need to install and configure the DHCP side of the server.
