you can make the time shorter (like, down to 3 seconds). Basically the delay (as described many times above but never named) is stp or spanning-tree-protocol. And YES it does check for loops bla bla bla.
Depending on the firmware you have running on the switch you can 'upgrade' to rstp or rstp+. I believe what that does is skip a few states (goes from blocking straight to fowarding or something).

edit: in other words, nothing is wrong with the switch. Probably just has an old firmware version running.
 
This is def. not normal. We have 6 other 3550's all running the same version/ firmware. I know what you are talking about when it checks for loopbacks, but the ENTIRE switch, every light on the front blinks for 20 seconds and ALL ports disable, not just the one I am plugging in. Every user on the 48 port switch loses connectivity for 20 seconds.
I am thinking it is a hardware issue...

Also, the Cisco site normally has good info, but there are times they just don't do anything!~
