They switch off with different companies I.e. activision and infinity ward take turns making the COD series games. that is unless i am mistaken.

Activision still takes the manufacturing, always does, but Treyarch and Infinity Ward design the game though

Acitivision is the publisher. Yes they own the series as an original IP, they switch off developers, Infinity Ward and Treyarch, to save skrilla.

Treyarch is also doing the new Bond game.
