F.E.A.R dev tools?

Does anyone know where to download the FEAR dev tools? I would love to get my ahdns on WorldEdit for soem mapmaking practice but I cannot seem to find the dl anywhere (and I know it is indeed available).

I think he means development tools for making maps etc but its called an SDK(software development kit). It`ll have map tools import and exporters for 3dsmax etc.
