How to create Game Server

I would like to know the way to make my own private server for a online mmorpg game. I would like to let my LAN friends play the mmorpg game and I can be the GameMaster(GM). Just like RO, there are some private server. The game I would to create the server is RAN.

Most RPG's require an Emulator like UO needs RunUO and D2 needs PvPGN

So, how bout RAN Online ? I would like to make it offline and my friends on the same LAN with me can play the game.
