can i play xbox360 games and PS3 games,if my pc gaming have HD drive and Blue-ray drive.Thanks
 
Pretty much no. Unless you somehow get a copy of the game that doesnt have any of the copyright protection that only allows it to play on a ps3/360.
 
Short answer: no.

Long answer: It is only possible if you can emulate the system. Console games are made to exclusively work on specific hardware and software configurations. Unless you can emulate that environment, you cannot play them.
 
A PS3 emulation would take computer power beyond what we consumers can buy today. Even if you did put in an HD-DVD player. Not to mention that many last-gen games haven't even been properly emulated. You won't find any fully working PS3/360/Wii roms for your PC for a while.
 
Yeah and right now, we can only accurately emulate up to Nintendo 64 era. Playstation 1 emulation is pretty choppy, and even N64 has its quirks, but for the most part it's good for N64/Playstation 1 and everything before that is fine. Handhelds are also easier to emulate due to the less powerful hardware.

So maybe in 10 years you could emulate Xbox 360/PS3, but even now Gamecube emulators run at like 3 fps.
