I have a small home server and I would like to be able to control the other PCs through out my house hold. Do I need to install VNC on each computer or just the server and make sure all the PCs are on the same network?

You only need to install the VNC server on the machine you want to see and install a VNC viewer on the machines you want to view it from.

Use RDP or Download PStools on the server and put files in windows\system32\ (PStools is all Admin CMD based but is a very powerful tool), all the machines have to be on the domain.

If they're *nix machines, xrdp is great. Uses Windows remote desktop as others have suggested
