This software comany has many video conversion tools, they might have what you need. They offer free trial versions of there software to use.

You can download some conversion tool (such as winavi video converter http://www.winavi.com/) to do this task.
I just did this (convert to mpeg 2) to king kong yesterday. download isobuster. open the vcd with it. head to the mpegav folder and click on the dat file. right click the file and select extract but filter the m2f2 mpeg file.
now save the new file as filename.mpg. It will automatically be converted to a compliant mpg file. it will take less than a minute to extract the mpg files to your hard drive. you don't lose any quality
