ok. Turn off the machine, but not the monitor.
Once the machine is completely off, turn it back on.
once it start to load back up, look at the screen for "Access Setup". Once you see the "Access Setup" press the button that it says to.

wtf! okay when I restart my machine it says "Packard Bell" then goes to a screen sayen windows 98 then goes into the log in screen! there is no access setup, dude.

You might want to take it in to a shop then.
There has to be a way into the bios...
Is there any messages saying "Anything?" when it boots up ?

when I press the escape key when it is being started it goes onto another screen that is telling me about devices it says I have a onscreen pci something... but there is nothing I can click on!

you won't be able to actually "click" on anything... did you try navigating with your arrow keys ?
