Editing/Cutting WAVs and MP3s

Anyone know of a program where you can edit out parts of an MP3 or WAV? Example, I have The Rock's (the wrestler) theme song, in the which (at the beginning) he yells "If you smellll what the Rock is cookin'." Then the theme song hits. Is there a program where I can just cut the music out, and just have his catchphrase?
If you must know, I want it for my Outlook Express incoming e-mail sound effect. Yes, I'm bored.

It's funny, but I found that the silly little "Sound Recorder" program that comes with windows actually works really good for that.

Just in case:
Start>Programs>Accesories>Entertainment>Sound Recorder
