Where is a good place to find out what and how to use openGL?

I've heard a lot about openGL lately and want to know exactly what it is and some good places to get started using it. Also what language was it written in/ programmed with?

OpenGL isn't a new API but it is being used more and more due to its advantages over DirectX. It's programmed in C++.
