Internet Download Speeds, possible Windows Problem?

Alright, here's the deal. It's seemingly slower than usual. I'm connected through 56k (I know, I know, It's already slow), but I can't get DSL or Cable way the **** out here in the boonies. Anywho, my ISP is AOL, so I use the AOL software. I get connected at around 40k-45k. While surfing the web, it takes about 5 minutes to download a webpage with about 10 pictures, usually it takes a few seconds. I just reformatted my 2nd harddrive and put Windows XP Pro SP2 back on it. I have a multiboot system with Windows XP Home SP2 on my 1st harddrive, and while connected through AOL on that OS it runs fine, but on Windows XP Pro, it's slow as ****, before I reformatted it downloaded fine (for 56k anyway). I deleted "shellmon.exe, aoltpsd.exe, and aoltpspdmon.exe" or something like that. Which is also what I have done on Windows XP Home, because they lag the **** out of the connection. So, anywho, any ideas? Thanks for the help. :eek:
