Weird Cpu Problem

my cpu is 2 Ghz, and its only showing as 1.18Ghz, the pc also seems to restart all the time, this is mainly when i start the pc and after its finished loading it would just freeze to the extent i have to turn it off by switch, i use the fan i got with the cpu and it has the thermal pad on the back.

ANY IDEAS OF THE PROBLEM? THANKS

One of my PCs is a 2.4Ghz but it's read as 2.39 sometimes readings are different but in all honesty is sounds like somehow you underclocked your CPU. Enter the BIOS and check out what it's set to in there. If your sure it's a 2.0 Processor speed it up from there.

I dont know much about clocking, is this the reason my pc is freezing and is there a site that would show me about clocking because i wouldnt mind learning how to over clock!
