Most DDR2-1066 requires 2.1V to run at DDR2-1066 speeds.
Also, 3.6GHZ can usually be done at stock core volts, or with only a small increase.
I'm pretty sure CPU power usage goes up a lot more with an increase in core volts than with frequency increases.
