Do links listed in the TopList on the forum also count for links back to sites? Will that get spidered and help those that have links there?

No i dont think they will becasue the hyperlinks arn't link directly to there sites they are linked like this:
http://www.techist.com/toplist.php?action=out&topid=2
so it counts the hits out.
