Anybody out there have an answer or suggestion?

Problem: Operating System
> Operating System: Windows XP
> Problem Description: There are three accounts / users for the computer. One primary and two secondary users.
> Log On Screen Appears as follows:
>
> ie. 1st Secondary User - Account 2
> Primary User - Account 1 Admin
> 2nd Secondary User - Account 3
>
> Error / Device in use message appears under the following two (2)circumstances.
>
> Situation 1:
>
> Note: Primary user - account 1 has logged on first. Secondary User - Account 2 is not logged on.
>
> When the 2nd secondary user - Account 3 logs on the following message appears:
>
> Direct CD5.1_E3c
> Device in Use by
> First Secondary user - Account 2
>
> This message never appears when Primary User - Acccount 1 logs on first, second or third user.
> ie. - only user;
> - second user after either secondary
> logged on; or
> - third user after both secondary users
> logged on.
>
> Situation 2:
>
> In the case where Primary User - Account 1 has not logged on and secondary user Account 3 is the first to log on the message does not appear when Account 3 logs on.
>
> However, when Secondary User - Account 2 logs on after Account 3 the message appears stating that the device is in use by Secondary User Account 3.
>
> This is extremely confusing. I do not understand why the system is notifying the secondary user - account 3 that the direct CD device is in use by the other secondary user even when the secondary user- account 2 may not even be logged on.
>
> Any assistance would be appreciated.
>
> I would like to correct this Device in use message as it appears to be malfunctioning.
> I am also concerned that there is some direct connection in the device drivers or operating system that links the CD driver to one or more user accounts but apparently not all.
>
> Note: The CD hardware itself appears to function correctly.
