HELP!!!! Windows Firewall (ICS)

Hello,
I was wondering if anyone has had the same problem with there windows firewall, I just did a reinstall of windows and when I click on windows firewall icon, this pops up:

Windows Firewall settings cannot be displayed because the associated service is not running. Do you want to start the Windows Firewall/Internet Connection Sharing (ICS) service?

*then you have to answer yes/no. And when I answer yes this pops up:

Windows cannot start the Windows Firewall/Internet Connection Sharing (ICS) service.

Anyone know what I can do?
