In my opinion, it really depends on the software you use for music production. If it works as well on window 8 as Windows 7 then use 8. Remember to update it to 8.1 update 1 to get all the desktop based features. You can also use a program like classic shell to get that Windows 7 feel.
The benefits of using Windows 8 are WAY faster boot times, a simpler UI and lower resource use (Windows 7 can really hog down your machine).
However, if the computer was built with Windows 7 your best bet is to try and repair that (if all else fails reinstall) and then upgrade to Windows 10 for free down the line.
