So as the title says Windows 10 S is Microsoft's answer to Chrome OS - The Verge & Microsoft takes on Chrome OS with Windows 10 S - Engadget

Yep, except that it does more than chrome and can upgrade to 10 pro. Chrome is just chrome and will not upgrade to 10 pro, ever.
