Windows 10 audio issue

So here's a couple videos showing the issue.

This is what audio does, however it plays back a little faster on the PC itself.

Another thing I noticed is that when the audio and rimer are working right, I can turn the power supply switch off to do a hard shutdown then boot up the PC again and I have the audio and timer issue. I can then do the same, but the issue remains.

Audio in windows 10 is often of lower quality than in other operating systems.

Agreed which is why I use a pro audio PCI sound card along with a program called voicemeeter. ASIO is also used.
