Win98 internet connection

I just installed a NIC in my friends computer and he's running WIN98. The lights are lit, but the connection still isn't being established. I can't remember or can't find the connection interfaces option to ensure that the connection is enabled. Am I missing something??

Start>Acessories>Internet Tools> Internet connection Wizard.
