What's the difference?

When you format you have the option of a quick format or a normal format.

Now apart from the obvious one that a normal format takes AHELLOVA lot longer, what other differences are there, I mean why is it so quick compared to normal? Does it skip certain stuff? Is it just as effective as normal?
