Everything but that crappy PSU is good. I wouldn't trust that Sunbeam PSU as far as I could throw it. With power supplies, you get what you pay for. Low price usually equals low (poor) quality.
It also has really low amperage on the 12V rail. You'll need at least 40A on the 12V rail for the GTX 280 to operate properly.

It might be a really tight fit with the Xion case, and the GTX 280. I use to have an Xion case similar to it, and my 8800GT barely fit, and IIRC, the 280 is slightly bigger in length.
Are you sure that's the RAM you bought? Because if you put that in the board you posted, there's NO way. That board you posted uses DDR standard RAM...NOT DDR2.
