what is error code 138?

I opened a website page (can't remember which one now, but not anything dodgy_), and since then google chrome, firefox and internet explorer are all failing to work, citing Error Code 138. (net::ERR_NETWORK_ACCESS_DENIED):

What can I do?

Luckily I still have Rockmelt which has workded regardless

I can't even re-install chrome, having uninstalled it.

I have put up with not having another browser for a few weeks now, but enough is enough! Can anyone help please?

Found this in a Google search > How To Fix Error 138 in Google Chrome
If this works it sounds like the website you went to altered the settings in your firewall.
