It's a free site that you just need to sign up for and there are tons of tutorials for many different programming languages, including HTML and CSS. They start at the super beginnings and they build up and eventually you've got a full site created. I found it pretty helpful for learning Javascript.

This is what I'm using to learn JavaScript right now. I highly recommend it.

What's the difference between 'Web Design with Adobe Creative Suite CS' and 'Web Design with Dreamweaver'?
 
I used the website Peter.Cort suggested a while back and was able to quickly make my way through all of the programming languages on their site in a week or two. I did their HTML, CSS, jQuery, and PHP tracks in about 4 hours 1 day. It's a great place to start because they have a web based IDE that corrects your syntax and won't let you continue until it's right.

I am in University for programming currently and while school is a better bet, that website is the best free resource I've personally ever found.
