Vista Install W/ External DVD Drive

So I am trying to install Vista on an External DVD Drive. But bios doesn't have an option too boot from USB and it doesn't have an option to boot from anything else other then CD ROM or Hardisk.

Any ideas? This is a pretty old dell that has been upgraded.

I've tried installing while in windows, but I get some error about half way through the install.
 
From my knowledge you cannot install Vista or any other Windows operating system towards a USB External Hard Drive. The operating system just does not allow it. You can do work arounds and use 3rd party assistance but not right out of the box.
 
Im using an EXTERNAL DVD DRIVE not a HDD. The Bios doesnt have a bootable USB DEVICE option. I tried Installing Vista with the External DVD Drive from Run>> E:/Setup.exe and once it got to 100% Copying files I got this error.

I am going to assume I get this error because I am trying to install Windows, IN Windows... But I dont know how I can go about Installing vista on this computer with this external dvd drive.

Its a dell optiplex sx260
