Reversed almost instantly? lol no WAY. Assuming all the major ISPs would have to comply, it'd be pretty much impossible to reverse it without their help, let alone reversing it instantly

What I read basically implied he'd have discretion to shut down some root nameservers and major routing links to cripple the internet within the US. So you would be looking at minimum of a few hours disruption if they ever hit this metaphorical switch, even if they re-activated it straight away. If this is real it is the most ridiculous thing I've ever heard. I can't see how it could ever be applied usefully and even for a few hours would be economically crippling on a worldwide scale. Imagine if the US and all it's trading partners "downed tools" for a few hours, the sort of impact that would have financially. That's pretty much what you'd be looking at.
