Upgrading Budget PC

I am wanting to upgrade my HP COMAQ Presario SR5250NX Budget PC with the following parts.

AMD Athlon II X2 3.2Ghz Processor
Asus MoBo
4GB DDR3 Ram
complete format to windows 7 64 bit(currently running vista 32)

However, I am not certain on the order I should do the installation of these.

Should I install the hardware first? Mobo, processor, ram, GFX Card before formating to Windows 7, or format computer to windows 7 then change out all the hardware?

It does make more sense to me to do windows first so I dont have to update all the drivers and BIOS twice.

Appreciate any and all information, I am kind of new to this but do have experience replacing computer parts, just not replacing them in conjunction with a system format/upgrade.
 
You will have to install hardware first and then install fresh copy of Win7 before transferring your files from the xp drive. As far as i know, you can't migrate from xp to 7 unless Msoft has changed that. Last I checked, unless you are running vista home premium or higher, you have to do a clean install.
