TV.org, has any one tried it?

I have come accross this web service:

Has any one tried it and how does it exactly work? I would have to assume that it isnt free, and it is a 'legal' p2p system. I like to record tv shows, but would like to add to my collection ones that i have missed. And i dont really want to wait until the dvd comes out.

I've heard of something called Microsoft web TV. Some TV tuning software that's been included with windows since 1998. Google it.
