Its probably an ISP problem. BTW does ur ISP do internet and cable tv? like cox. If so its probably the isp.
Other thing is cable interfearance at the core of the setup, meaning either in ur local cable box were your whole local neighborhood is hooked up to isnt connected correctly, or how your house is connection through coaxial cables to the outside.
You might hafta get some technitians to check out these different things. If nothing works, just change ISP.
