Task Manager HELP!

Whenever I try to open Task Manager, it won't come up. (Ctrl + Alt + Del). I tried right-clicking the toolbar and going into TM from there, but no luck, it just won't come on. Then, I went to the C:\WINDOWS folder and found TASKMAN.EXE, but still it won't pop up. Any idea?
