TBH - the top one is actually a better deal. Although, you could make the bottom a better deal by:

Changing the hard drives - the Raptor is becoming a waste of money because of new technology like NCQ, so just get a normal SATA 2 hard drive with more space.

Then upgrade the graphics cards.

If you don't want to do that, then buy the pre-built one - it has much more powerful graphics.

ok kool, would the 2 7600gts handle jsut about any game out there right now on high? and should i just drop the 4600 dwn to a 4400, o/c it to 4600 speed, drop the raptors and have a normal HD, or just buy 1 7900 for now then add later? cuz i can buy part by part from new egg, but for that other one, i have to buy all at once and i dont have the $$$ right now, btw its from "ibuypower"
