Suggestions for building home server

Hey guys,

I currently have 3 closet computers doing 3 different things (surveillance, transfers and media hub) and I want to put them all together.

My requirements:

Capable of at least 8 SATA drives
Minimum of 2 PCI slots for surveillance cards
Lowest price, obviously :p

I went AMD because it's cheaper and more importantly, I can't support Intel who maintain plants on illegally occupied Palestinian soil. So that's not being changed, even though most people say that Intels run cooler and are better for servers.

The board has 6x SATA6, 2x SATA3 and 1x IDE. And on board video so I don't have to buy and less heat. So that's perfect.
The case has 8x 3.5" internal bays. Perfect.
The processor is just fine for my needs as I won't be doing any heavy duty work. My current PCs are 1.8Ghz P4s lol
The PSU has 9 SATA connectors.

Questions:

1) Is the power supply strong enough for 8 drives? I'm guessing yes. Its 550W total with I think enough on each rail. Though it only has 1x 44A 12V rail. I dunno if its good to put the processor and all those drives on 1 rail.

2) Will just the rear 120mm fan be enough for all those drives? I think not. There are many more places for fans in that case and I think I'll have to buy more. I don't really care about noise as it'll be in the storage area.

3) I'm planning on just sticking with Windows XP as always. Any uber-important reasons that I should go Windows Server?
