SSADM and SSM implementation

Hi,
Does anyone know in which situations it is best to implement SSADM or implement SSM.

SSADM is a structured methodology developed originally by UK consultants Learmonth and Burchett Management Systems (LBMS) and the Central Computing and Telecommunications Agency (CCTA) it was used by government since 1981 and
it adopts a prescriptive approach to information systems development in that it specifies in advance the modules, stages and tasks which have to be carried out, the deliverables to be produced and the techniques used to produce the deliverables
it also adopts the Waterfall model of systems development, where each phase has to be completed and signed off before subsequent phases can begin.

SSM is the alternative soft system methodolgy
