It is an increase, and it has given him 1 and a half times performance. Not as much as he should have gotten though...Check out the posts above. The PSU may be the problem.
It also depends what resolution and settings your running it at. It's all very well someone getting 100fps, if they're in a pixelated world which lags like hell, while your getting 40fps at highest settings.
