You can name the default "Links" folder anything you want and if deleted a new one will be created at the start of windows with the name specified by you. By simply leaving the name blank you can stop any reproduction made by windows of this file therefore being able to delete it. If you can't find the "LinksFolderName" string value, try creating a new one by clicking "Edit/New/String Value", naming the string "LinksFolderName" and leaving its content blank. This works on Windows XP, I am not sure of other OS's. Good luck.
