I don't think there is much of a market in refurbishing pcs unless u buy ones that are near brand new but have problems. There isn't much of a market because a decent brand new pc costs only around 400-600 bucks

Very true. And if gets down to the point that the OS is work more that the PC. I got a few computer in my shop where the operating system is worth more than the computer is loaded on.
Sure, you can load Linux on them, however the problem is :-
* Most people that will give you reasonable money what windows and Linux is completely alien.
* Those people that do know linux will not give you money.
unless you can find an outlet to immeadately. Eg. some old folks home. Don't bother.
