Recurring pop-ups

I'm getting an annoying pop-up (Transponder) I just can't get rid of. MS Antispyware recognises it and deletes accordingly, and when i run a scan on the spyware it locates and deletes. However, after rebooting ang go back online it re-appears again. Any suggestions to completey erase this?

I have tunred of system restore but it keeps coming back.
also spybot didnt help!

Delete it in safe mode.

If you are comfortable in the registry search for it there and delete it. Backup before deleting.
