open the registry editor and change the value for keys labeled "WaitToKillServiceTimeout" located at "HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control" and "HKEY_LOCAL_MACHINE\SYSTEM\ControlSet002\Control" from 20000 to 1000. verify that changes were made successfully by checking to see if the same key at "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control" is set to 1000, then close regedit. restart.
