DPI in graphics terms is Dots Per Inch.

A 300x100 image won't be the same size on different resolutions.

e.g. It would be bigger on a 1024x768 res compared to a 1920x1080 res.
 
how in the world would i know, carnage??

or is there any photo editing software and which does it based on dpi??
 
MS Paint will tell you an image's size, as will any other graphics editing app. Or you can right-click an image online and choose to see the image's info or properties.
 
You can see it within Windows as well by right click and going to Properties and then Details tab.

Will be Width and Height sections.
 
The sizes are all the same in any image editing program. You literally don't need to know anything else besides 300x100. Just go into Photoshop or Paint and create a 300(w)x100(h) image and you're done. Add stuff to it.
