PS2 and usb wont recognize mouse

I have an old computer my dad wants to me fix. the usb and the ps2 dont recognize the mouse when i plug it in. i havent had to chance to really look at it but any ideas?
 
its 6 years old its been through somehwat alot in moving it. yes as far as i no the motherboard software has been installed

Highly doubtful, being that IRQ 10 and 12 are available if no mouse or USB is detected or installed (can be exceptions). It may just be the mouse. Are you using a PS/2 to USB converter (or visa versa?)? It may be that component. Also, what version of Windows? 6 years old would put it anywhere in the Windows 98-ME/2000 erra.
