problem with disc drive opening

sir,
i have 3 drives in my system. c d and e.
c and d are opening but e is not opening.
when i click on it it shows a message windows can not access the specified device or file. you may not have appropriate permission to access the item.

i am getting another message from Kaspersky Intrernet Security . Launch of Notepad denied according to the application rules. view report.

I have lot of data in drive e, so please help me.

Drive E is a harddrive I assume. If it were a CD drive, use the manual open port. You need to run a virus scan. Also, download CCleaner and use the cleaner and use the registry cleaner. This is just my analysis. Let us know what this does (If anything).
