private desktop for each user

My friend has xp pro and was wondering how to make his user desktop private from everyone elses. whenever he adds/deletes shortcuts on his user desktop it adds/deletes the same shortcuts from the other user accounts. I personally never had to worry bout this since mine aways seemed to create private desktops by itself so i couldn't help him.

is he the administrater or a user and if he is an administrater is the other people on the computer administarters 2?

Exactly, have the one person as the Administrator and all other users as Either Power users or normal users,,

issue should stop,,,plus, check the help files on folder permissions from the help files in XP
