I wouldn't say running a batch script that does nothing bad at all is going to get him expelled if he was trying to grab account passwords or install keyloggers around then that'd be a different story - but if all he's doing is running a batch script (that they haven't restricted his account from running) then I see nothing wrong with that.
And to be honest I have no sympathy for crappy sysadmins. If you didn't want scripts to be run on your network and can't even stop teenagers from doing so, then you shouldn't be in charge of a network.
