Try another board then and we'll see if we get anywhere, you can return the item anyway if any doubt it still doesn't work.. So I say go ahead and try it

Did you install the operating system from a CD? If not, buy an install disk and install the operating system. This is my first suggestion to a computer that does not boot up. In order for a computer to boot up, Windows must be installed first, because if the disk is new, it most likely won't have Windows installed on it.
