Poll: What do you use to customize windows? (taskbar, color schemes, etc.)

I want to customixe my PC's background and taskbar. What program is good. Also where do you download the themes and backgrounds?

what I like to do is see where it says start down there and scroll over it I changed it so it says Dylan and when you scroll over it it says Welcome Home,Dylan pretty tight.
