Guess they don't care a whole lot, as cops drink too, and drank when they were young most likely. They will usually just ticket the person with the party.

Yeah, it really depends on the cops who come to investigate. If it's a large house party they'll usually go for the host of the party since they know that person won't run since it's their house to begin with. They can't arrest everyone, especially if it's only one or two patrol car units, since most people just scatter.
