Playing a video on Windows 10 startup?

Short story long, I setup a Mini PC to run with a controller instead of a keyboard and a mouse. An on-screen keyboard pops up when typing is needed like on smart phones. The problem is that the mouse-to-controller application does not kick in as soon as Windows 10 is booted. The desktop shows up as fully functional if the actual keyboard and mouse are used, alright, but without them I have to wait until the controller works. I'm thinking of having a video play at that point and edit it to stop once the mouse cursor is functional with the controller. A countdown video works. I just wanna know a good way to play a video right after the log-in screen of Windows 10. Any idea/suggestion?
 
i did a similar thing with a txt file, you might need to paste a shortcut of the video file into this path: AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup.

Thank you for the heads up.
Hopefully the video plays first thing then the rest take their time to load. Which is the purpose.
